To be a Runner is to be a nomad.
The nomad turns the space to liquid. Their wanderings trace the territory, not the other way around. The territory only exists when the nomad is in motion and so, the nomad is always a nomad.
The Runner is always running, even when not in motion. Their routes trace a mapping of the city. When they run, the Runner transforms the city and transform themselves with it.
