Espinosa is CEO of I-77 Mobility Partners, the company that partnered with the NC Department of Transportation to develop express lanes on the interstate highway in Mecklenburg County. The 26.2 miles of highway is called I-77 Express. The express lanes are the first of their kind in North Carolina.

Statistics show the project has improved travel times on the corridor.
Before arriving in Charlotte, Espinosa was CEO of the Western Roads Upgrade, a public-private partnership in Melbourne, Australia. Prior to that, he managed a toll concession roadway in Barcelona, Spain. He also directed two highway extensions in Toronto, Canada.
