Bloody-minded selfish defiance. Must have seen he was being radar tracked but unlike many did not then make any effort slow down. This is why a trunk road street street without had calming requires full time camera enforcement if despicable rogues like that are to be curbed from bringing their potentially lethal, active travel inhibiting speed into our community midst, as well as much elevated noise blight (double that of 30 and 3 times that of 20 as prescribed by the UN/WHO).
